Key Duties and Responsibilities
- Implement and optimize the localized procurement strategy in accordance with the company's strategic plan and business demands, including localization procurement strategies, plans, man-hour/value targets and roadmap.
- Optimize procurement processes and improve procurement efficiency.
- Source, investigate, evaluate and audit local suppliers in South Africa across technical, quality and capacity requirements.
- Establish and maintain the Approved Vendor List and conduct regular supplier performance evaluation across quality, delivery, cost, service and BBBEE.
- Drive component localization substitution in line with the localization strategy; lead on-site audits, sample part approval (PPAP) and trial production follow-up.
- Coordinate the issuance, follow-up, execution and closed-loop management of local parts purchase orders to ensure materials are delivered on time, to quality and in full quantity.
- Conduct cost analysis and price negotiation for local components, formulate and implement annual cost reduction plans and achieve cost-saving targets.
- Establish a procurement cost database and regularly release cost analysis reports to support management decisions.
- Optimize procurement and localization business processes, promote ERP/SRM standardization and digital application, and improve operational efficiency.
- Identify supply chain risks including supply disruption, quality incidents, price fluctuations and policy changes, and establish early warning and response mechanisms.
- Complete any temporary tasks assigned by the department head.
Education and Experience
- Diploma or Bachelor's Degree in Procurement, Supply Chain Management, Business Administration or a related field.
- Minimum of 8 years' experience in procurement and supply chain management.
- Experience in ERP systems, Microsoft Excel (PivotTables/functions) and Microsoft Office suite.
- Proficiency in procurement and supply chain management software.
- Supervisory and team management experience.
- Extensive experience in automotive procurement and supply chain operations, including CKD assembly and parts localization development processes.
- Practical knowledge and experience in IATF16949, PPAP, SPC and FMEA is preferred.
Competencies
- Proficient in procurement strategy formulation, supplier development and management, cost analysis and negotiation, and purchase order delivery and closed-loop management.
- Familiar with the South African market, raw material prices, logistics and tariff policies; familiarity with the BBBEE system is preferred.
- Strong strategic thinking, data analysis capability, cross-cultural communication and coordination skills, problem-solving ability and pressure resistance.
- Sound professional ethics, integrity and self-discipline, with strong sense of responsibility and team management awareness.
